I'm thinking there's more to it than just Cassel. He is definitely public enemy #1, but I don't think replacing him would cure all that ills them. They're also 120 yards rushing and 4.2 ypc. That's not necessarily gashed, but nothing about them screams "contender". Their problem is the same as the Dolphins, Jags, Jets, and Rams: They have(or had) a good running game and a solid defense, but no QB. So, instead of getting a cheap, yet reliable QB like Orton or Garrard, they reached for mediocre, inexperienced QBs.
